The California Coastal Commission agreed with staff to the amendment to the Los Osos Coastal Development Permit to move the generator building to be located in the community park over to the library across the street.
The Deputy Director's Report lists this as an "Immaterial Amendment." And no commissioners disagreed with that assessment. This knocked down concerns about library space (a slide showed where the new expansion would go if there was to be one someday), noise (as quiet as a conversation), habitat impingement (U.S. Fish & Wildlife Service gave a green light), the CSD well in the parking lot (no problem), improper noticing (400 letters mailed plus a sign noticing what was to happen well in advance of this hearing, and that prior conditions from the last project should be imposed on this project (that was a different project whose permit had expired).
Four commissioners had ex-parte conversations with Bruce Gibson on the topic of performance deadlines associated with funding that might be a problem should the commissioners not agree with staff.
No delay to the project today however so the project moves ahead. My thanks to Bruce Gibson for helping Los Osos avoid costly delays.

Pump Station Move

Got a notice from the California Coastal Commission yesterday.
The Coastal Development Permit (CDP) approved June 11, 2010 will need to be amended. The generator building associated with the mid-town pump station was planned to go across the street at the park. However, the parkland is restricted against non-recreational development. This is a National Park Service rule and it matters because there was park service funding for it.
The proposed new location is in the wood-chip ornamental area past the parking lot toward the mid-town property.
Moving the building there shouldn't be a problem as the new location is consistent with the Commissioner's original CDP approval, the certified LCP and the coastal acts access and recreational policies. However this is Los Osos and there were negative comments by two seasoned speakers at today's Board of Supes meeting.

Sneaky, Sneaky, Sneaky
Today my public records request from the California Coastal Commission arrived. It's happening again in 2012 as it did in 2005.
People who don't like the sewer project that the County is building have decided to go behind the backs of the rest of the community and are attempting to have pulled the Coastal Development permit that the California Coastal Commission granted to the project. No permit and the project can't move ahead.
I find this subterfuge sneaky and dangerous. I find this action arrogant, as if they were telling the community, "we know what's best for you, your poor decisions don't count, what you want doesn't matter —because WE ARE RIGHT." Did anybody ASK the rest of us if this is what we wanted? NO. They're just going ahead with endangering the project's funding and our credibility with all of the relevant agencies.

The PZLDF appeal has moved forward. You might recall that this group's continuation to an appeal of their lost case is what is keeping the CDOs in place on 45 or so homes in Los Osos.
